  18. <p>     An American preparing to return home after an assignment in
  19. Moscow recently phoned a veterinarian about her golden
  20. retriever; the Soviet Union requires dogs to have a clean bill
  21. of health before they are allowed out. The American was told
  22. she could come in anytime. "Should we bring his rabies vaccine
  23. documents?" Not necessary, was the reply. In fact, added the
  24. vet, "We don't need the dog. Just bring a bottle of vodka." The
  25. exchange was a small sign of Soviet economic deterioration. A
  26. year ago, on the occasion of another checkup, the vet demanded
  27. a bottle of Johnnie Walker Scotch.
