- <p> An American preparing to return home after an assignment in
- Moscow recently phoned a veterinarian about her golden
- retriever; the Soviet Union requires dogs to have a clean bill
- of health before they are allowed out. The American was told
- she could come in anytime. "Should we bring his rabies vaccine
- documents?" Not necessary, was the reply. In fact, added the
- vet, "We don't need the dog. Just bring a bottle of vodka." The
- exchange was a small sign of Soviet economic deterioration. A
- year ago, on the occasion of another checkup, the vet demanded
- a bottle of Johnnie Walker Scotch.
